MAJOR IMPACT LAND USE CHANGE APPLICATION PROCESS

An application for Major Impact (over 4 units) Land Use Change Permit has 3 phases.

1. Sketch Plan. Sketch Plan review involves the proposal’s general concept without
detailed engineering. Sketch Plan review by the Gunnison County Planning
Commission ordinarily involves the following steps:

1.1 Work session and site visit, presently scheduled for Friday, October 20, probably in
the morning. Cathie Pagano said the work session will be in the commissioners
meeting room on the second floor of the Gunnison County Courthouse, 200 East
Virginia Avenue in Gunnison.
1.2 Joint public hearing with the Board of County Commissioners after 30 days public
notice. Public hearings are often continued for complicated and/or controversial
projects.
1.3 Planning Commission makes recommendation to Board of County
Commissioners.
1.4 County Commissioners have the option to conduct a second public hearing but
ordinarily do not because they receive public input by attending the joint public hearing
with the Planning Commission.
1.5 County Commissioners deny Sketch Plan, approve it or, typically, approve it with
conditions.

2. Preliminary Plan. The Preliminary Plan application includes detailed engineering
and other proposed solutions to the conditions and issues raised in Sketch Plan review.
The application is ordinarily more robust than the Sketch Plan application. Review
involves the same general procedure as Sketch Plan:

2.1 Work session, with or without site visit.
2.2 Joint public hearing with Board of County Commissioners after 30 days public
notice, often continued.
2.3 Planning Commission recommendation to Board of County Commissioners.
2.4 County Commissioners have option to hold another public hearing.
2.5 County Commissioners deny Sketch Plan, approve it or approve it with conditions.

3. Final Plan. The Final Plan documents what has been approved at Preliminary
Plan review.

3.1 Planning Commission reviews the Final Plan and forwards it to the Board of County
Commissioners for final approval.
3.2 Board of County Commissioners approves the Final Plan.
Often, Preliminary Plan and Final Plan are combined and reviewed together.

Planning Commission meetings are ordinarily held on the first and third Fridays
of the month.
Board of County Commissioner meetings are ordinarily held on the first and third
Tuesdays of the month.
